Matthew Seaman 3de1443161 sysutils/py-ansible-core: update to 2.15.0 
Switch to USES_PYTHON=pep517 build system.

Delete USES=gmake and define our own `do-test` target as upstream has
removed the Makefile from the sources.

Support python 3.9+ following upstream.
