Sean Chittenden 6e6ddae191 Update postgresql-devel to 7.3 beta3 and add a make check to perform ... the regression tests[1]. Update the MASTER_SITES list so that it isn't painfully slow to obtain the tarballs. Added several new US mirrors to help distribute the load. An initdb is required when upgrading.
