Alexey Dokuchaev 0a92bff380 archivers/lziprecover: update the port to version 1.24 
While here, drop redundant configure arguments, respect
CXX, add missing TEST_DEPENDS, and strip the program on
installation (subject to -DWITH_DEBUG).
