ea8c8ec7da Bump PORTREVISION for ports depending on the canonical version of GCC
as defined in Mk/bsd.default-versions.mk which has moved from GCC 8.3
to GCC 9.1 under most circumstances now after revision 507371.

This includes ports
 - with USE_GCC=yes or USE_GCC=any,
 - with USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and
 - with USES=compiler specifying openmp, nestedfct, c11, c++0x, c++11-lang,
   c++11-lib, c++14-lang, c++17-lang, or gcc-c++11-lib
plus, everything INDEX-11 shows with a dependency on lang/gcc9 now.

4603257363 Simplify architecture tests for 64-bit. Listing each ARCH is fragile; e.g.,
misses some 64-bit mips variants.

While here, further collapse tests for multiple variants of arm, mips, powerpc.

GCC 8.2 under most circumstances.

This includes ports

plus, as a double check, everything INDEX-11 showed depending on lang/gcc7.

has now moved from GCC 6 to GCC 7 by default.

This includes ports
 - featuring USE_GCC=yes or USE_GCC=any,
 - featuring USES=fortran,
 - using Mk/bsd.octave.mk which in turn features USES=fortran, and those
 - with USES=compiler specifying one of openmp, nestedfct, c11, c++0x,
   c++11-lib, c++11-lang, c++14-lang, c++17-lang, or gcc-c++11-lib.

4291c7c5df Since the upgrade of math/suitesparse to 5.2.0, it depends unconditionnaly on
math/metis. Because math/metis and math/metis-edf are conflicting, this means
that the ports which depend on SuiteSparse and on metis-edf became BROKEN.

To solve this problem, this revision adds the missings includes brought by
metis-edf to metis.

Note for myself: if everything goes well, do not forget to deprecate the port
math/metis-edf in a near future.

5e373eaa92 Make ninja opt-out in cmake.mk
Using ninja instead of make (1) can lead to significant speed ups while building.
Therefore switch from having the ninja generator opt-in to having it opt-out.

Previously cmake-ports that wanted to use ninja could set
    CMAKE_NINJA=yes
now, ports that do not work with ninja can set
    cmake:<existing args>,noninja
Note, that needing this should be an exception and most often points to a broken
cmake of the port.

The ports using cmake were modified
* removed USES=gmake, if ninja is used
* removed MAKE_ARGS, if ninja is used
* added the cmake-argument noninja if necessary

circumstances such as versions of FreeBSD or platforms).

In particular that is ports with USE_GCC=yes, USE_GCC=any, or one of
gcc-c++11-lib, openmp, nestedfct, c++11-lib as well as c++14-lang,
c++11-lang, c++0x, c11 requested via USES=compiler.

23ee2a7d62 Uses/cmake.mk: Replace CMAKE_ENV with CONFIGURE_ENV.
Instead of defining a variable that is almost always based on CONFIGURE_ENV,
just use CONFIGURE_ENV directly.

This also matches the behavior of other ports that do not use autotools (so
most ports can just worry about CONFIGURE_ENV). Additionally, the fact that
we do not use ?= means we do not have problems if another file in Uses/
needs to set CONFIGURE_ENV (with CMAKE_ENV, the order of the arguments to
USES would matter).

Ports which set CMAKE_ENV have been adjusted accordingly. In most cases,
CMAKE_ENV was just replaced with CONFIGURE_ENV, the exceptions being:
* databases/sqliteman: CMAKE_ENV line removed; setting QMAKESPEC there has
                       no effect on the build system.
* devel/freeocl: CMAKE_ENV line removed; FREEOCL_CXX_COMPILER is already
                 retrieved from the CMAKE_CXX_COMPILER variable in the build
                 system.
* graphics/openimageio: CMAKE_ENV line removed; setting Qt variables there
                        has no effect on the build system.

COMMENT typos and surrounding whitespace fixes. A few Makefiles where not
included as they contain Latin-1 characters that break the Phabricator
workflow. Category M.

CONFLICTS, LATEST_LINK, and PORTSCOUT; adjust dependent ports; explicitly
note the restrictive license of the metis ports (while here, append the MPI port to
*DEPENDS in math/parmetis, rather than using an assignment)

fe139b16b0 Add -fPIC for amd64, this will help CalculiX build on amd64 when the
atlas libraries are not build statically. For now a shared library, and
therefore a run dependency to the ports that build with metis, is not
convenient.

Since I'm there, fix MASTER_SITES.
