3dc8097aac o update to 1.0 RC1. 
PORTEPOCH bumped due to PKGNAME now strictly follows handbook.
  (1.0b4,1 > 1.0.r1,1 vs. 1.0b4,1 < 1.0.r1,2)
o support NOPORTDOCS.
o remove stale MASTER_SITES.
