- Make sure man pages are always built correctly. They were
only built if asciidoc happened to be installed and
the output was XML instead of troff.
- Fix build on 13-CURRENT - the build picked up
OpenMP implicitly and didn't link the library to libomp
properly, which broke dependent ports (like graphics/ffmpeg).
- Fix build on releases if OpenMP was already installed.
- Enable building with OpenMP support by default on i386

This fixes the build in HEAD after lld received support for
--no-allow-shlib-undefined in base r345349.
Upstream looks for libpthread in sem_init(3), which is part of libc on
FreeBSD. Look for a symbol that's in libpthread to make sure we link
against it.

- Follow some upstream recommendations (--with-data-packaging=archive,
--disable-renaming, -DICU_NO_USER_DATA_OVERRIDE).
- Patch makefiles to install static libraries with INSTALL_DATA so they
aren't stripped.
- Patch config/mh-bsd-gcc to sync with config/mh-linux-gcc.
- Fix endianness detection in ICU. The code wanted to use BYTE_ORDER
defined in machine/endian.h, but this isn't visible because ICU is
compiled with _XOPEN_SOURCE. Patch the code to use _BYTE_ORDER instead.
- Compile ICU with C++11 compiler to enable move constructors.
- Patch ICU to fix a problem with atomics in the case of a C++11 compiler
without C++11 header <atomic> (like Clang on FreeBSD 9).
- Bump all ports that depend on it due to library version change.
- Add USES=compiler:c++0x to some ports that pick up -std=c++0x from ICU
pkgconfig files.
- Add USES=compiler:c++11-lib to graphics/libcdr01 because it also needs
a C++11 runtime library now. Add this to all ports that depend on it
so their executables load the right libstdc++.so on FreeBSD 9.

- Add LIBS="${LIBS}" to MAKE_ENV and CONFIGURE_ENV.
- Add an option helper for LIBS.
- Adjust all ports that already use LIBS. Also remove references to
PTHREAD_CFLAGS and PTHREAD_LIBS while here.
- Some ports did not support having a LIBS environment variable and
required additional patches.
Somewhat simplified a linker command line looks like:

where src_LDFLAGS and src_LIBS are controlled by upstream and LDFLAGS and
LIBS can be controlled by us. If possible -L and -l flags need to be
added to LIBS to make sure they appear after any -L and -l flags set by
upstream. Many ports currently add -L${LOCALBASE}/lib to LDFLAGS but this
may appear too early on the command line causing installed libraries to
be linked in instead of freshly built ones.
