03cef729d2 Final patch from submitter. 
zephyr.vars is now searched for in the same location as the
other SYSCONFDIR configuration files.

Permit realm to be defined in zephyr.vars to allow overriding
of the default hard-coded "local-realm" in lib/ZInit.c.
