- Unbreak by providing working mastersite; add LICENSE (GPLv2)

- Merge REINPLACE_CMD fix into existing files/patch-radio.c
- Standardize header and generally cleanup Makefile
- Improve COMMENT and port description text while I'm here
- Transfer maintainership to the submitter
